THE EU, LATIN AMERICA AND THE CARIBBEAN FACING A NEW UNION TRADE NEGOTIATIONS IN THE WTO

Bilateral institutional relations between the EU and Latin America are increasing, while at the same time there has been a great development of multilateral negotiations with both areas as directly interested parties. The paper analyses the reasons for failure al Seattle of the Ministeral Conference of the WTO. In this frame work are studied the different themes that are to be included in the multilateral negotiations, and in each case the position of the EU and Latin America are described; coincidences and discrepancies between the two groups of countries are identified and further considerations are made as to possible scenarios of cooperation between the two areas in future WTO negotiations.
