RELATIONS BETWEEN THE EUROPEAN UNION COUNTRIES AND THE UNION ARAB MAGHREB. CURRENT SITUATION AND OUTLOOK

This article addresses the process of reform that the European Union is implementing in its system of foreign relations with the Mediterranean Basin and its implications for the Maghreb Arab Union. To this end, we have outlined the main characteristics of the dynamics and fissures in today's international scene, in which the processes of regionalisation play an important role. This is the context for studying the process of adjustment that the EU is applying to its system of foreign relations in particular with Third Countries of the Mediterranean. As one of the objectives of this new framework is to provide support for the processes of regional co-operation between these countries, we analyse the specific case of the Maghreb Arab Union in the new context being designed by the Union, focussing on the guidelines that have marked and continue to mark its relations with Europe and the limitations of these relations, as they are being implemented, so that the countries involved can move the process of co-operation forward effectively.
