The rigidity of the European Budget comes from the political consensus required for the modification of the revenue system and, also, from the strict discipline imposed on the expenditure mechanism. The budget debate is limited by the problem of national balances and by the plurianual budgetary agreements, which perpetuate the current situations and avoid an improvement of the European Budgetary System.

At the end of the Fifteen century and beginning of the Sixteenth, national estates were created in Europe and modern International Law appeared. These are two coexisting and inseparable phenomena. This duality explains why the political power of national Estates is based on a double legitimacy: each Estate sets its own political power, but a the same time it recognises a higher system that binds all the national elements.

The new Latin American regionalism: a reading from the international context

In this paper, the author studies the new regionalism in the Americas from an international perspective. Firstly, he reviews power relations and economic political interdependence among the regional and sub-regional organization witch Latin America. Secondly, this analysis takes into consideration globalization. Finally, he presents the centrifugal and centripetal forces explaining the complex relationship between regionalism and the world trading system.

The European Monetary Union which completes the process of economic, monetary and financial globalization in the EU, does not necessarily result in an improvement in labour ans salary relations, as suggested by the centres of power. The restrictions on macroeconomics policy, the anti-inflationary obsesion of the European Central Bank and the governments and the new competition imperatives which derive from this project direct adjustments towards the labour market.
